What is a BIA and why does Steveston need one?

What is a Business Improvement Area (BIA)?
A Business Improvement Area (BIA) is a non-profit organization formed by commercial property owners and tenants within a defined boundary. 
 
It operates with official approval from the City and is funded through a shared contribution from commercial properties.
 
Purpose:
To strengthen local business, build a recognizable identity for the area, and improve the commercial environment for everyone.


Why Form a BIA in Steveston Village?
Right now, about 40 local businesses fund initiatives and a small group volunteer their time for marketing, events, and beautification — a model that isn’t sustainable.
A BIA creates a fair system where all commercial properties pitch in based on assessed value. The contribution is usually built into lease agreements, making it a shared effort across the business community.
This approach allows for consistent planning, professional support, and stronger visibility for Steveston.

What Changes?
The current Steveston Merchants Association (SMA) would transition into a new legal entity:
Steveston Village Business Association (SVBA) – the official BIA.
The SVBA would operate with a stable annual budget set by its members.
All property owners and businesses would have a voice in strategic planning and spending.

 
What Can a BIA Do for My Business?
A BIA can:

  • Bring more customers through coordinated marketing and events
  • Provide a stronger, unified voice with all levels of government
  • Share costs on beautification, safety, and branding projects
  • Offer research, workshops, and business data
  • Support large-scale improvements such as lighting, signage, and infrastructure
  • Promote Steveston as a welcoming destination for residents and visitors
 

What Will It Cost?
Each commercial property contributes a share of the BIA’s annual budget based on its assessed value.
For example, if your property represents 1% of the total assessed value within the BIA boundary, your contribution would be 1% of the yearly budget.
It’s a shared investment that strengthens business visibility, advocacy, and the overall vitality of Steveston Village.
